Filter pause tool

Drag area pausing currently pause production buildings and smoke stacks but actually smoke stacks is too rare that player want to pause it. Rarer than pausing pipes and conveyors. So please add a new function that pausing tool can filter out specific things when pausing or enable pausing everything costs power and maintenance instead of smoke stacks and storage that I unavoidably need to unpause them one by one after pausing a big area.
