Upgrade belts/pipes automatically

When there are a lot of belts/pipes in a complex factory combination, it is hard to choose which pipe to upgrade.
So there can be an automatical upgrade system. When a pipe reaches its maximum transport capacity, it will upgrade to next level automatically.

I don't agree to auto-upgrading but I think pinging alert when a bottleneck transport exists will be good.

This would need to be toggleable since inputs are often backed up by design. Honestly, probably better to offer the same "flag if full" option that storages get, even if it's a bit annoying to upgrade multiple sections of pipe.
