IRL items which are classified as Unit Cargo are packed individually and carried all together by logistics, and sorted in the post offices before be delivered to individual customers.
I think this should be the same in the world of COI too.
Build logistic offices, gather various kinds of Unit cargoes to some of them, and carry the cargoes to the other logistic offices which is built near the destination, sort cargoes in that offices, and deliver the sorted Unit items to the individual requesters.
It describes RL logistics well, and it will increase the efficiency of Unit Cargo train drastically.

To make it realistic and a way it could be implemented is Intermodal module buildings for trains would make it easier to make more compact train stations for flat items by allowing one station to handle multiple flat item types.
Key examples is using 1 tier 2 intermodal wagon to transport all 4-5 packed scrap metals between recycling and foundry stations. Instead of 5 item stations taking up 2.5x the space.
Also can add an extension to intermodal stations (much like connecting crossings) that allow trucks to directly export from train stations as opposed to adding separate unit storages for each station.
Intermodal would also allow trucks to transport multiple flat items at a time between intermodal modules much like how trucks can contain mixed loose cargo but instead with flat items. Example application would be having a single intermodal storage/module followed by sorters for concrete, plates, and wood to supply CP1 constructors as opposed to three unit storages.
