changing tier during transport planning does not work properly

the option to change tiers during planning by CTRL+scroll wheel is not usable fpr transports (where it is needed the most).
As you often start placing transports by clicking the exit/entry arrows or by branching of an existing one with the fast copy tool. In both situations the tier changing does not work anymore.
