Beacon - Target Population Size / Auto-Pause

Just a small quality of life improvement. Remembering to keep a constant eye on population growth so you can pause the beacon before it 'overfills' your settlements can be quite annoying when you're buried in the logistics of a new factory setup or dig planning.
Add settings to the beacon which allow you to specify a target min and max for population. The beacon would then automatically pause / restart as needed to maintain those levels.
