Internet module should be able to be partially powered

Normally, buildings that use TFLOPS are, to my understanding, all-or-nothing. You either have enough for that building or you don't. Normally that's fine, but I want to build the internet module support building for my settlement and it's demanding more TFLOPS than an entire fully racked Data Center! And that's OK, I get that my subjects want to post a lot of cat pictures, but having no middle ground between 0 and 290 is too much IMO.
Also, it's incongruous with the other support buildings: I can get partial credit for my household goods and appliances, so it makes sense to get partial credit for my TFLOPS.
Two solutions spring to mind: either let the building suck up all available TFLOPS according to its priority level, and give partial credit if it's not enough to fulfill all demand; OR, allow me to manually disable the ability of Tier IV settlement buildings to demand TFLOPS, so I can disable my way down to what I can support. This is perhaps analogous to rolling blackouts IRL.
