assign ore sorting plant

we should be able to assign an ore sorting plant to a mine control tower so anything that is mined there is taken only to that plant if it accepts it.

This has been available since the very appearing of the sorting plant.

If you set the export of the mine tower to the sorting plant and tick "accept assigned only" in the sorting plant menu everything from the tower will go to that plant, it it accepts it.
