A Level 4 cistern has a "Capacity / 60" (i.e., flow rate) of 3000 (and for some reason, I thought buildings didn't have this parameter—but now I've noticed it).
The four Level 4 pipes that can be simultaneously connected to the cistern each have a "Capacity / 60" of 900 (for a total of 3,600).
It turns out that the cistern is a bottleneck for fully utilized pipes, which isn't obvious.
Before I discovered this parameter, I had three Level 4 pipes each at the inlet and outlet of the Level 3 liquid storage facility (with this parameter of 1800)—and the pipes after the storage facility weren't fully utilized, causing downtime in the next chain.
Perhaps the capacity should be equal to 4 pipes (3600) or some kind of global marker should be added to show that more is being shoved into a pipe/structure than it can handle (this has probably been discussed?).

Not for pipes (I think this would cause lots of spam warnings when large pipes split off into smaller pipes), but I agree it would be handy to have a warning for "your pipes are attempting to push liquid into this tank faster than the tank can handle"—however, I would understand if the performance overhead of monitoring for this case was unreasonable compared to the rarity of its necessity. On the other hand, it definitely makes sense that a Level 4 tank ought to be able to handle Level 4 pipes.
