add a toggle on the chicken farm that will auto balance the number of chickens. This will save time and effort from having to manually shuffle chickens around when the chicken population dies out from starvation or dehydration.

Dehydration? big fail.
There is already a way to control chicken population. If you can't feed and water 100+ chickens, set the cap at 50 or 25 until you can.
Not sure what you mean 'shuffle chickens around'. If you can't feed one chicken barn, don't be making more chicken barns. Plan better, build smarter.
Seems like a planning fail is happening, or you're building too fast what you can't logistically support.
