Instead of Balancers only being able to set a Priority toggle on/off to a port, allow a balancer to set a percentage for each port.
Say for instance:
Port 1: 30%
Port 2: 20%
Port 3: 10%
Port 4: 40%
Be able to set each port on Balancer to Percentage
