Ability to add Quay Seawall to shoreline for ports and Cargo Depot.
Currently, we only have a Retaining Wall which can't be used to remove the excess dirt and rock from the seaward side of the Retaining wall since it's in the water.

In Update 4 amphibious vehicles can dig underwater, which enables to form nices shorelines. They will not be reinforced, by it still can be enough.
