Allow pipes and belts to be upgraded/downgraded via mousewheel after drag

Currently, it is only possible to scroll through building upgrades, including belts and pipes, with ctrl scroll when placing the belt.
I have been in many situations where the game saved pipe lvl 4 from a previous build.
On a separate build, I want to drag a pipe lvl 3 out. It will make a lvl 4.
Proposal:
While dragging, allow ctrl scroll as well in order to upgrade/downgrade belts and pipes (and tracks?).
Additionally, when dragging out an existing belt or pipe, by default take the level of the source belt or pipe. This might have uninteded side effects though if we want to actually drag a belt lvl +1 out.
