Rename "waste sorting plant" to "industrial recycling plant"

Currently the name is misleading, as I initially and wrongfully believed the "waste" sorting plant can recycle "waste" (the one produced by settlements) when researching it.
Only then I checked the recipes and found out it is only used to sort metallic "recyclables" that are produced by industrial processes, but not the normal household "waste" as it's name would imply.
