Custom speed limits for trains

The ability to set speed limits for trains. Ideally this could be set both as a limit for a stretch of track and a limit for a train in the train builder (and trains would obey the lowest setting), but either one is better than none. Currently trains will always attempt to accelerate to the highest speed they are capable of, which is often not desirable.
