Smarter storage/logistics

I want to be able to switch on/off factories based on the level of a storage tank.
I also want to be able to configure output to belts seperate, output to port B if level > X
Same for the input, only accept input from port A if level < X
Ofcourse same for both input and output ports and configurable.
Yes ofcourse you can do this with balancers to a degree but it is still clumsy and takes a lot of space, especially when making a refinery.
An example of where this could be handy is the animal feed item.
A lot of parts make this as a side effect. So you ideally only want to make animal feed itself if your stores are low.
