Port Dynamic Management System

Existing port functions remain unchanged; use the existing port functions to assign contracts and tasks.
New addition: unify all vessels into a single management interface, allowing dynamic adjustment of vessel berthing positions based on port task requests and berthing status.
(It is possible to fully utilize the existing control tower by adding a vessel selection function to the control tower, and let the control tower designate which ports vessels can go to.
In the absence of a control tower, use the existing mechanism to assign vessels.)
