Auto-balance train station cargo capacity

Add a toggleable feature to train stations that when enabled, it will auto-balance the cargo from adjacent same typed train station modules. For example, if you had ten adjacent loose modules set to load coal, you could connect one tier three belt and fill all ten modules at the same time. Albeit, at a slower throughput rate, but it'll ensure even loading and unloading.
