Copy/Pause should be draggable ontop of other buildings just like upgrade/unity tool is
So you are unable to start a new drag box if you are on top of a building, rail, pipe or something. This makes it hard to take a good copy of a station that is inbetween others. Or small things as you are required to start on ground.
