Rearrange listing order of options in a Station Group

The absence of this feature has gone from being an inconvenience to a potential real problem with the introduction of Train Networks. Future playthroughs built around Networks might contain dozens of options in a Station Groups for Cargo Stations - we need to be able to choose the order in which they appear in the UI.
