Smarter delivery of construction parts to solar panels

Solar panels are made of solar cells and construction parts; the former are almost always the bottleneck, while the latter are used in many places, often in sudden surges of construction. The result is that, if you want to build hundreds of solar panels, you need to babysit the array, pausing small batches whenever you have enough solar cells. Alternatively, you can leave them all unpaused, but then whenever you have spare construction parts and trucks, they'll get sucked up into assembling the giant solar farm only to wait decades for cells to arrive.
There could be some logic to only request construction parts after, or alongside, delivered solar cells, letting the naive approach work smoothly.
