Add ability to ban trucks from refuel jobs

I would like to be able to ban assigned refueling trucks from refueling amphibious vehicles, since they can't reach them, instead of having to assign the refueling truck to certain mining towers or certain zones. Since you can ban certain truck types from doing certain type of jobs, you should be able to ban refueling trucks from refueling the amphibious vehicles.
