Dumping area considered done while there are still holes

Hello, There is a bug along retaining walls where dumping is considered done while there are still small holes along the wall. See screenshot in attachement.

Just a workaround - you can use balancers (as they are 2x2 size) to force land even out by just placing them down (you do not need to build them), they often enables to be placed when only 1 tile is uneven. Does not work 100% of time, but can help nicely.
