Space rocket mark 2: Space shuttle

Cargo plus 7 passengers to low orbit. Uses hydrogen and oxygen for fuel, and water for sound suppression, so no need to change infrastructure. Crawler's still appropriate for it.
Reusable vehicle so no need to remanufacture the orbiter or SRBs, just the external fuel tank. Needs a runway for landing. Beyond that, no new infrastructure needs to be built, just a new model. Can reuse the same rocket assembly plant to upcycle reattach the boosters and external fuel tank, Saves resources on planet.
