Add extra ctrl key to force pause tool [Large area]

The current pause tool, allows you to click and drag an area an it "should" pause/unpause sutff.
You can also press shift to force pause only so it doesn't unpause.
But it doesn't quite work in a large area, if you drag a box in middle of a big base with shift, it will do nothing, it doesn't pause anything.
You have to go in small boxes, which defeat the idea entirely.
So, I can think of two options.
1º, Just make shift pause everything and that is it.
2º, Keep whatever is being ignored or making the tool not work in large area, and add an extra key CTRL, to override any whitelist that exists today. So we either press shift for the current behaviour or press either CTRL alone or CTRL + SHIFT while drag, to force pause absolutely everything with no exception at all.
