Add map height to build placement tooltip showing building height above surface.

Add the map height to the relative height tool tip when building a structure.
As of build v8.8.7d (b619) only the height above the surface is displayed when placing pipes or conveyor belts.
It can be weird hitting the right height for pipes when moving across terrain of variable height between flat areas. Being able to know the map height would fix that.
