Issue description
I am having an issue where trains are are sometimes ignoring a particular station in a network.
I have several station set to receive diesel; I've recently had one go empty, so I changed the priority on that station from 10 to 9. However, the next train to collect diesel from the refinery station did not deliver to station with priority 9; it was going to one of the other stations. When I cleared the active task, it simply selected another station. Only when I removed all of the other stations receiving diesel from the network entirely did it select the correct station.
Reproduction steps
I don't know how to trigger it.
I have seen it for the 'Main waiting bay refueling" station and for the "Forestry / Gold refueling" station.
When it became empty, I upped the priority to get the next train to go there to refill it, but that didn't happen. Instead, the next train seemed to want to go anywhere else.
