I don’t understand in which cases the permission to admit a train to the station can be activated when full unloading is possible. In another save file, this button was active at some stations, but now, in the new save, it’s unavailable at all stations. Can anyone tell me how to make it active? The screenshot shows what I’m talking about.

Ahh! I see what the problem is. It's on the other side, over on the far left. See how the slider is in the "always allow trains" position?

Notch it out of that and it'll enable that button:
