Extra Cargo Ship

Describe the issue
I ended up with 4 Cargo Ships even though game thinks I have 3 with 3/3 shown at top of screenshot for Cargo Ships but 4 on my island

To Reproduce
I think this happened as follows:

1. Visit location in top right area of navigation map with ship where you find the 3rd Cargo Ship.
2. Before taking resources to repair the Cargo Ship build the 3rd Cargo Depot
3. At this point a Cargo Ship arrived
   4 Send resources to repair Cargo Ship in top right of map
4. Build 4th Cargo Depot
5. Cargo Ship number 4 arrives.

Expected behavior
Cargo ship should not arrive until it has been repaired

Thanks for the report, we need to look into this more as we were unable to reproduce this yet.
