Low maintenance warning issued when there is enough capacity to create.

Describe the issue
The low maintenance warning pops up if not enough maintenance is being made to cover current needs. This will occur if maintenance production is slowed because the maintenance storage is full.

To Reproduce
Steps to reproduce the behavior:

1. Have 3 mx buildings, need around 300-400 mx a month.
2. Sometimes the mx will fill up and the buildings wont produce enough mx to cover needs for that month because they were full.

Expected behavior
Not enough mx warning should only popup if mx produced is low because of low power, low supplies, not enough buildings; not because of low mx storage.
