Growth pause and boost combined

Growth pause, disables natural pop growth. But Growth boost increases the pop growth by some %. But if I've paused the growth, then I expect the growth boost to have no effect, but that is actually not the case. Growth boost seems to bypass the pause. If you are going to leave this like this, it may be worth making it clear in the UI that they are conflicting or warn if someone does it.
