GUI windows not completely show up

Describe the issue
Somethimes GUI windows open not completely in the screen so cannot see a whole part.

To Reproduce
Steps to reproduce the behavior:

1. Open gui window on the vehicles depot for instance
2. See that the window opens but is not completely shown

Expected behavior
Have the screen show up completely so when opening it goes up higher.

Doing more research, the P1 priority and Keep Empty rules are prioritizing this as the number 1 place to refuel at
