Describe the issue
Mining excavators (and tree harvesters) that are idle and waiting for trucks still consume fuel as if they were working.

To Reproduce
Assign an excavator to a task without assigning a truck, or too few trucks.

Expected behavior
No fuel usage, or a reduced fuel usage while idle.

I think the fuel usage should go down while idle.

Edit: I worked in a logging camp one summer. Watching the camp at night and Setting chokers during the day.
When not used, the caterpiller, skidder and other equipment was shut down when Idle. The Yarder was on all day if I recall correctly.
In this game, I would expect the Harvester to idle (with lower fuel consumption) when waiting for trucks, and shut down completely if it ran out of trees.
Likewise, the excavater would remain idle, and shut down completely if it runs out of places to dig.

For point of comparison, Pickups do not seem to consume fuel when idle (e.g. having no destination available to unload). I would expect both scenarios to be handled the same way. Currently, they differ.
