Trucks not delivering goods to P1 location

Describe the issue
Trucks are refusing to deliver goods to my P1 ranked Assembly that needs construction parts.

Expected behavior
Truck deliveries to happen.

To Reproduce
Steps to reproduce the behavior:

1. Load attached save ''No trucks for P1"
2. Watch it not deliver to marked P1 location

Additional context
No trucks for P1.save, TruckStatus.jpg, Expected Delivery.jpg, Source Inventory.jpg
