Bug: Allow partially loaded trucks

Sometimes a lot of trucks loaded with only 1 to 5 rubber transport rubber to the unit storage II on the screenshot although "allow partially loaded trucks is disabled.

Trucks should carry at least 50% of their capacity.

This issue happens sometimes for no apparent reason.

I just recognized that the trucks take rubber in small amounts out of the vehicle depot II next to the storage II although there is no rubber at all in there.

Now it's clear. It always happens, when I deconstruct a vehicle.
