Vehicules try refueling at unreachable destinations

Description
Vehicles such as excavators and truck try to refuel at Distilation Stage2 instead of any Fluid storage or Fuel Station
While i was rebuilding my Oil Facilitys to include Nafta-Refinement (all in pause mode with instant unity-deliver ) 3 Trucks and 1 excavator got stuck trying to refuel at Distilation Stage2 .
Note: at this point i had not allocated truck for refueling in the Fuel Station .

Expected behavior
Refueling at Fuel Station or Fluid storage
Resetting way-point after some time not reaching desired station.

Not sure if it can easily be reproduced. but i attached the save.

Maybe a similar issue is that the fuel truck assigned to the fuel station, try to refill an unreachable excavator and ignore the reachable ones. Which essentially run out of fuel. This leads to a potential dead lock! I just encountered it and almost run out of coal, iron, etc.

Edit: A Fix for it seems to be to manually set Truck-export to off.... witch can be pretty annoying to do with every single building.
