This one is a really big issue. My cargo ship refuse to work. Not because the dock is to close to a building but just for no reason at all.
I can fix it for 1 trip and than the cargo ship get stuck again. To let the cargo ship do this trips just place near the dock a liquid dumping. That force the ship to move after that deleted the liquid dumping again. The Cargo ship will than move on this one to the oil rig. After one round it will get stuck again on the Dock.
This process can be reproduces so it is a game breaker and no sure what is causing it.

Finally found the issue. The ship need at last 30 days to be drive off again.
