Nuclear power plant is consuming endless fuel rods without delivering any steam

When i build a nuclear power plant it is consuming endless fuel rods without delivering any steam. I have tried to rebuild the power plant 3 times but it is always the same issue.

Does this happen on start? On start the reactor needs to fill itself with rods (21) then it produces energy on continuous basis. We need to show that in the UI.

yes i was too fast with rebuilding. now it is working with more rods in the beginnig.

was my mistake
