Unable to rebind raise and lower key to Alt+Q and Alt+E

I prefer Q and E to be rotate. I changed raise and lower terrain for mining designation to Alt+Q and Alt+E. Pressing Alt+Q and Alt+E has no effect.

Expected behavior
Raise/lower terrain in mining designation with remapped +1/-1 keys

Steps to reproduce the behavior:

1. Rebind Raise/Lower terrain to Alt+Q and Alt+E

I would assume, this is most likely a conflict with alt for free look mode, that mode has a bit more priority because for several reasons.

Yeh, changed to Ctrl+E and Ctrl+Q and its fine. Can probably close this.
