Small dump assignments ignored next to water.

Describe the issue
Small dump assignments not completed if they are only 1 or 2 tiles wide next to water.

Expected behavior
They should be filled eventually.
At times trucks are Busy, but should eventually fill all tiles set for dumping.

To Reproduce
Steps to reproduce the behavior:

1. Place Mining Tower either in planning mode or completed.
2. Set dump item to only dump what is desireed, for example Dirt or Rock.
3. Areas within 1 or 2 tiles of water are randomly ignored and never filled.

With further testing with the Mod Captain of Cheats I believe this is 'By Design' and is how the game currently works.
