Trucks are not refueling Cargo Ship

Describe the issue
I've been running oil from a rig to my island for a while without issue. Recently, the path to the cargo dock got temporarily blocked due to the terrain changing. After fixing the terrain trucks still won't refuel the cargo dock. I've tried pausing the dock, assigning trucks to the dock (which isn't allowed), I've changed the priority on the cargo dock, I've set my fuel storage to empty out, and I've double checked that there is indeed a path to the cargo dock.

Expected behavior
Once the path is clear again trucks should automatically refuel the cargo ship.

To Reproduce
Not sure if it's the temporary terrain blocking that caused this or if it's a priority issue in general but the steps would be something as simple as:

1. Block all paths to a cargo dock while a ship is docked there that needs fuel.
2. Fix blocked path.
3. Watch as cargo ship is not refueled.

Update: Actually I don't think this is a bug, just a user error. Shortly after reporting this I tried to save and restart and also rebuild the cargo dock from scratch. Nothing worked. Then I realized my only exporting fuel storage was assigned a route. I think that means it won't let trucks do anything else with the fuel, right?
