Copy Tool skips transports passing over smaller buildings for longer distances

Describe the issue
When having a transport go over a smaller building (say a generator), when using the copy tool those transports are not copied due to not having pillar placement space

To Reproduce
Steps to reproduce the behavior:

  1. Load attached save '...'
  2. Do xxx '....'
  3. Strange thing happens '...'
