the soil storage near coal mine are stuck on infinite loop if i remove the mine control option they both are directly joined

I tested the save and there is indeed an infinite loop going on.

I know it looks like a loop, but it is a bit more complex. Your trucks try to load dirt to dump it, but the dumping designations are not reachable and so after trying them all out they give up and return the dirt to the other storage.
Shouldn't Truck Export be 'Off' on the First storage in a line (picture 2), and the Last in line the Import should be 'Off'? (picture 3)
(All storages in the middle of a row should be set 'Off' for both input and output.)
And the sliders on the input are as I would set them. (Both to default.) (picture 2)
If set the way I suggest, this should not happen.
