Trucks do not dump completely in the dumping area

Describe the issue
Trucks that are assigned to dump only empty part of their load in the dumping area and then look for an alternative to get rid of their load. After that, they drive to the storage I set up, pick up loads, and the loop starts again. It looks like the trucks only fill a maximum of one tile at a time. Tiles that are next to it and marked for filling are ignored.
For example, if four trucks drive to the same dumping area, often only one fills a tile. The remaining three trucks, which have not unloaded anything yet, then go to a dumping alternative.

Expected behavior
All trucks should be able to dump their full load in the dumping area if there are enough free tiles.

To Reproduce
Set up a dumping area.
Have a few large trucks pick up something for dumping.
Send the trucks to the dumping area and watch the unloading process.

I believe this is working as intended. Another dev may need to chime in here but from what I understand is that each tile only requires X amount of dirt to reach the desired level. That's why the truck will only need to partially unload at a tile before moving on to the next one.
