Nuclear reactor speed is not consistent with the power level

Issue description

When running at 1x speed, a nuclear reactor produces 95.9 steam per 60 seconds, just not enough to run 2 high pressure turbine consistently enough for them to be 100% efficient.
When running at 2x speed, it produces 192.1 steam per 60 seconds, leading to it overheating if only 4 high pressure turbines are used
When running at 3x speed, it produces 288 steam per 60 seconds, which is good for 6 turbines

Expected behavior

1x speed producing 96 steam
2x speed producing 192 steam
3x speed producing 288 steam

Reproduction steps

  1. Create a nuclear reactor, before "Electronics and Maintenance" adn "Computing" Tech
  2. Use 2 high pressure turbines II to take in the 96 High Steam
  3. Set the speed of the reactor to 1x, see that the production says "95.9 steam"
  4. Wait until obtaining the right temperature
  5. Observe the turbines spinning up and down, not able to maintain production due to lack of steam

Game version

v0.4.7d

Update, I realised that on my save I was plugged to the emergency system only. It wasn't really clear to me they were different kind of steam ports. The numbers are still shown wrongly, but the turbines work so the actual number produced seems correct.

Yes, the numbers should just be a rounding issue in the UI

This issue should be gone with the new UI. Thanks!
