Unfinished chained turbines still transmit power to the flywheels

First turbine in series was transmitting power through two unfinished turbines to the flywheels/generators at the end.

Layout was:

Power Gen 2 (two of) <- Flywheel (three of) <- Low Turbine 2 (unfinished) <- High Turbine 2 (unfinished) <- High Turbine 2

This was a new build, was waiting on parts, first Turbine was already sending power to the flywheels and generators before the ghost ones were complete
