Issue description
After researching waste water treatment a while ago (in game) I finaly got to the point of setting it up, only to realise the Anaerobic Digester was not available in the waste management tab.
I have looked through all different construction tabs but have not found it in any other tab either.
Expected behavior
Anaerobic Digester is available in the waste management tab.
Reproduction steps
(given this is not a conditional issue)
1). research wastewater treatment II
2). check waste management tab to see if Anaerobic Digester is available.
