Issue description
The data centers don't work and don't produce TFLOPS. I placed servers from the first to the 48th, and the water doesn't get cooled, and there's still no TFLOPS output. I can't progress further in the game because research is stuck without Construction Parts IV. The water does get chilled, but there's nowhere to put the chilled water, I can't dump it or cool it down. Why can chilled water only be fed into research centers?
Expected behavior
I expected that the data centers would work even with 4 servers, as the robotic assembly requires

вычислительные центры не работают и не выделяют ТФЛОПС , ставил сервера с первого по 48 и вода не остужается и все равно нет выделения ТФЛОПС , игра дальше продвинуться не может так как встала наука без строительных материалов 4 уровня, вода охлождается , но деть охложденнуя воду некуда не слить ее не остудить , почему холодную воду только можно заводить в научные центры ?

ожирал что вычислительные центры , будут работать даже с 4 серверами как это требует автоматическая линия
