Collapsing nuclear storage facility has no ill effects

Issue description

Take a nuclear disposal facility and destroy it by removing the terrain underneath, causing collapse. All waste barrels are gone, no pollution, no sickness.

JD Plays did a video demonstrating this:

Expected behavior

I expect the waste barrels to transfer to shipyard (if present) and radiation to be emitted. If no shipyard, then the barrels should be turned into "glowing trash" texture and emit radiation.

Reproduction steps

  1. Build nuclear storage and fill with barrels
  2. Dig underneath until collapse.
  3. observe that nothing "bad" has happened. See video link above.

From that wikipedia page: ...was studied by the United Kingdom and Sweden, but never implemented.
If they implement this in game, it should be a massive water pollution penalty.

They should implement https://en.wikipedia.org/wiki/Nuclear_reprocessing so that you can take the barrels and turn them back into cake or rods with a 5% leftover waste that cannot be reprocessed any further must be properly stored.

Never implemented by the UK and Sweden, but it was done by 13 other countries, mostly USA and USSR. (There's also some reporting now that the UK did in fact do it and just kept it secret.)

If you read the actual environmental impact section or the cited studies you'll find that it is effectively zero, it's certainly not comparable to anything that could be called pollution.

But yes, there should be reprocessing, and products which must be sourced from spent fuel for other applications.
