Issue description
Seawater pump (tall) works when way above water, the pipe isn't even close to the water. The other one might do this too, but it wouldn't place for me since the cliff edge was blocking it.
Expected behavior
Placing to fail.
Reproduction steps
Place it and go. The location I used is in the YSNP map, at the edge of the beach.
