Issue description
Resizing the CoI window can leave its modal windows too low. Have to load a saved file to get it fixed.
Screenshots shrinked to 25% for size:

Expected behavior
Modal windows should always consider actual CoI window size for placement.
Reproduction steps
CoI windowed, full screen size
Reduce window to e.g. 1/3 height
Open statistics (or electricity stats, pop overview, VehMan, ...)
Close statistics
Resize CoI back to full screen size
Open stats again
